Rinse and prepare carrots, if needed. (Cut whole carrots/large carrots into chunks.) Add carrots and water to Instant Pot
Close the lid and set the steam release to sealing position. Cook on high pressure for 2-3 minutes. (Remember it takes about 10 minutes for the Instant Pot to come to pressure.)
Once finished, move the steam release to vent. (Carefully so you don't get burned!)
Once the release is finished, remove the insert and drain the water out. Leave the carrots in the insert and put it back in the Instant Pot.
Add butter and honey. Cover with lid for 1 minute to melt butter.
Add salt and pepper. Mix together.
Remove from Instant Pot to serving dish and garnish with parsley.
